Het rapport gaat over onderzoek door het International Centre for Counter-Terrorism (ICCT), op verzoek van de Nationaal Coördinator Terrorismebestrijding en Veiligheid (NCTV), in opdracht van het Wetenschappelijk Onderzoek- en Datacentrum (WODC). Het onderzoek richt zich ophet ontwikkelen van een betrouwbaar duidingskader om platforms te helpen bij het identificeren en modereren van terroristische, illegale en impliciete extremistische content.
